Townsend family for two years. Joe was drafted into the United States military on Oct. 22, 1942. He was assigned to the Army Air Force after reporting to Camp Dodge. He then went to Sheppard Field, Texas, to begin aircraft engine mechanic school. Later, he went to Chanute Field in Illinois for electrical mechanic school. He was assigned to the P-47 Fighter group in Westover Field, Mass. He and his squadron were then sent to Mitchell Field in Long Island, N.Y., where the pilots and crews trained. On Dec. 29, 1943, he was among 8,000 troops who left Boston Harbor on the SS Argentina headed to the British Isles for the start of the buildup for the D-day Invasion. Joe received the rank of staff sergeant, serving in England, France, Belgium and Germany. For his service to his country, he was awarded six Bronze Service Stars, the Presidential Unit Citation Ribbon, World War II Victory Medal, Good Conduct Medal and Rifle Sharpshooter Badge. On Oct. 10, 1945, he and his crew left Marseille, France, to head back to the U.S. On Oct. 19, 1945, they arrived in Norfolk, Va. He was honorably discharged at Camp McCoy, Wis. Following the service, he returned to Washta and started farming with his parents until renting a nearby farm in 1947. It was during this time he met his future wife, Marg Daniel. He was united in marriage to Marg on June 10, 1947, at the Kingsley United Methodist Church. When Cassius Clay refused induction into the Army in Houston in 1967, Mr. McKinney was one of the deputy marshals sent to Texas to make sure there was no trouble.He then joined the National Security Agency at Fort Meade as a special agent and polygraph examiner. During this period from 1968 to 1973, Mr. McKinney, in his capacity as a special agent, was involved with more then 1,000 national security investigations, and was also a member of numerous special civil rights details.In 1973, he was appointed U.S. marshal for the District of Columbia — the third African-American marshal to serve the district — by President Richard M. Nixon."As the U.S. marshal for the District of Columbia, he became the only marshal who personally served a subpoena on President Nixon ordering him to turn over the Watergate tapes," said a daughter, Monica McKinney-Lupton of Glen Arm.On April 18, 1974, U.S. District Judge John J. Sirica ordered Mr. McKinney to serve President Nixon the subpoena regarding the White House tapes.President Nixon's chief defense counsel, James D. St. Clair, told Mr. McKinney that delivering the subpoena was unconstitutional. When Mr. McKinney threatened to deputize the White House Secret Service detail in order to comply with Judge Sirica's orders, the president's lawyer agreed to a meeting with Nixon.Mr. McKinney wasn't sure what the reaction would be from the man who had just appointed him U.S. marshal for the District of Columbia and realized he could be fired."Any time you're dealing with the chief executive in an adversarial role — that's different," Mr. McKinney said in a 1995 interview with The Baltimore Sun. Racing Commission, said Tuesday that a California lab had found dermorphin in six postrace tests in New Mexico. Mares said the positive tests had not yet been confirmed. Its use is also suspected in Texas. Oklahoma officials declined to comment, as did racing regulators in Texas. Some of the results were first reported on nola.com, the website of The Times-Picayune in New Orleans. “This whole thing has really taken us by surprise,” said Charles A. Gardiner III, executive director of the Louisiana Racing Commission. “It couldn’t have come at a worse time. We’re fighting back federal intervention. We’re under attack and losing our fan base. Fans believe that the sport is dirty, that there is cheating. And here we have an obvious attempt to cheat.” In Louisiana, Gardiner said, 11 horses, both quarter horses and thoroughbreds, tested positive for dermorphin, though none of them broke down. He said two quarter horses in particular earned big purses. “A lot of money’s got to be given back,” he said, adding: “I’m sure that there are more positives across the country. It’s not unusual that something isn’t being detected.” Barker of the Louisiana State lab said 15 horses in Oklahoma had tested positive for dermorphin. Industrial Laboratories in suburban Denver was the first lab to successfully identify dermorphin in postrace testing. It was not easy. Petra Hartmann, director of direct testing services for the company, said clients relayed that the frog secretion was being used, and later some seized materials did turn out to be dermorphin. “We identified dermorphin,” Hartmann said. “We knew it was out there.” But, she said, the lab’s test could not identify the drug in horses after they raced. After racing regulators kept insisting that the substance was in use, “We went back to the drawing board,” Hartmann said. Industrial’s chief scientist subsequently developed a more sensitive test, specifically for this compound, she said. “There is no resting in this business,” she said. “You are always chasing something, trying to determine what’s rumor, what’s real.” ...
