Bruce Herman, Worker Training Expert, Dies at 54

Colors, an unusual cooperatively owned restaurant in Greenwich Village founded by former Windows on the World workers. Bruce Gregory Herman was born on March 23, 1957, in Lancaster, Pa., the son of Samuel and Arlene Herman. After graduating from Penn Manor High School, in Millersville, Pa., he attended Dickinson College, where he received a bachelor’s degree in political science. He obtained a master’s degree in political science at Columbia University. He married Jennifer Kleinberg in 1998, and is survived by her; their three sons, Luke, Taylor and Carter; his parents; two brothers, Michael and Steven; and two sisters, Sandra Herman and Christine Fisher. From 1991 to 1998, Mr. Herman was president of the Garment Industry Development Corporation. “He really turned it into a major force,” said Bruce Raynor, former president of Unite Here, the apparel-workers’ union. “He showed that there was a real role for start-up apparel companies. In this industry, a start-up company can, two years later, become a major player.” From 2000 to 2002, Mr. Herman headed the A.F.L.-C.I.O.’s Working for America Institute, which promoted labor-management partnerships to create profitable businesses and good-paying jobs. He was executive director of the National Employment Law Project from 2004 to 2007. As deputy labor commissioner for work-force development, from 2007 to last August, he oversaw a staff of 1,300 and coordinated job-training and job-finding efforts at unemployment offices across the state. He expanded apprenticeship programs and developed rapid-response efforts when factories closed. (New York Times)

Dr. David Palmerton, longtime family practitioner

Clarence High School in the 1960s and ’70s. He retired in 2003. He and his family lived in Buffalo, Florida and Cheektowaga before living in Clarence for 33 years. In 1992, he moved to Lancaster. Dr. Palmerton was a past president of the Clarence Rotary Club and a longtime member of Transit Valley Country Club. As a snowbird who spent half the year in Broward County, Fla., he worked as a patient advocate and county ombudsman there. He also served as a diplomate with the American Academy of Family Practice. He enjoyed golf and tennis. Surviving are his wife, Judyth Agnew Palmerton; a daughter, Amy Stein; seven sons, David Jr., Douglas, Daniel, Christopher, Todd, Stephen and Jonathan; and a sister, Sarah Palmerton. Services will be at 11 a. m. Friday in Zion Lutheran Church, 9535 Clarence Center Road, Clarence Center. (The Buffalo News)
